Because polymers are covalently bonded material, and metals are metalicly bonded material.
Covalent bonds do not let atoms exchange electrons like metalic bonds do.
well, not sure what your are asking, the actual heat capacity for heat transfer in polymers is lower than both unless in a melted state.
when solid metal is superior in the heat transfer realm, ceramic is an insulator, and polymers are in between.
