Most of them just pull right out for easy cleaning. If yours do take them out and spray them with oven cleaner let them sit for a while them scrub and rinse . Let them dry and put them back. You can use pans that are made for the drips and spills around the burners and cover them with foil to keep them clean.
Try using Brillo or SOS pads on it.

Don’t put foil over the stove top! All that will end up doing to make it harder to clean in the long run. The spills will happen any way and the foil will stick fast and you’ll have a bigger mess. And the foil will change the way the heat reflects to the pan and could concentrate heat where it’s not supposed to be.
First, get some Barkeeper’s Friend. It’s a cheap powdered cleanser that is wonderful. It’s not so abrasive that it’s going to damage the finish but it will take the stains off. Might want to damped the area, sprinkle on the cleanser and let it lay (to work) for 15 minutes or so then scrub. Might have to wipe the area several times to get all the residue off.
There are non-stick drip pans available for electric stoves. The real key here is clean up before the spills end up burned on. A quick wipe when the spill happens takes seconds; later it’s going to take a lot longer.
I personally don’t use oven cleaner; too many caustic fumes. A steamer is another option that works great on any stove. And you will find a lot of other uses for the steamer (floors, counters, cabinets, windows, wood work, mirrors, bathroom fixtures to name a few) and with the steamer, you’re not using any hazardous chemicals. Much better for you and the environment!
